Reboot loop during "Preparing to configure Windows"

I have Windows 7 x64. Windows has recently installed some updates and when it rebooted it showed the "Preparing to configure Windows. Do not turn off your computer", but after about 10-20 seconds it automatically reboots.


I have tried booting with everything attached (keyboard, extHDD, mouse) and also with nothing attached. I have tried using a recovery disc to "repair" but it found no problems. I have also tried to boot into safe mode but it still tries to configure windows then reboots.


Suspicious updates:

SOLUTION: (works in my case)

Copy files:
  • DEFAULT
  • SAM
  • SECURITY
  • SOFTWARE
  • SYSTEM 
 from \windows\system32\config\RegBack
 to     \windows\system32\config
